It defines a metamodel from which development methodologies (software, but not only) can be instantiated. In other words, ISO/IEC 24744 provides an agreed-upon set of words (a vocabulary), plus their corresponding meanings (their semantics), that can be used to describe methodologies used to develop software, hardware and other similar products.
